Gif image question.

Ok this may be hard to explain.

On some pc's/laptops, when i view someones moving .gif signature,
i scroll back up so i cant view it, scroll back down so i can view
it, and once i see it again, it starts from the beginning. no matter
how often i scroll up and down, always when i see it again, it starts
from the beginning.

now on this pc i'm on atm, when i scroll up and back down, the .gif
has just continued playing while i couldnt see the image.

does this have anything to do with internet settings, like download
all things on the page instead of all things i can see? or what is
have to do with? just curious O.o

I dont rly have the same prob or ever heard of it but when i try 2 play gifs on my pc they just start moving then just stops after awhile so i dont see the whole animation.Its strange cuz when i watch someone else gif it shows completely.
