The graphics driver is a program that controls how your graphic components work with the rest of your computer: your software, your monitor, and so on.

The graphics driver is what you download/install to enable the graphics card's full abilities. When the company (Nvidia, Ati, Intel, Via, ect.) updates the drivers, usually they allow the graphics card to perform faster and or better then before. So you should always download the latest driver for your graphics card.
It's like anything else you plug in/physically install in the computer. It needs the Driver to correctly use the hardware.
