The suit is needed to quip the accessory. But yes, you can add stats the any piece even if you don't buy the complete set.

Correction: You need A suit to be able to wear the accessory. This one will probably just like the Arabian accessory be able to be worn with another dress, but not the angel or devil wings dress.

No the scythe can be worn with a df BUT it CANNOT be worn if you dont have a suit. You dont have to have the headpiece but u MUST have a suit to wear the scythe.
