well i guess you meaning some sort of a euro quest so heres a couple of suggestions because im dont know that quest:
1.maybe there are some linking quests you didnt do
2.the quest could have some special conditions you dont have
3.your level is to low (im pretty sure it isnt but just saying )

is that a Chinese quest? I don't think there are linking China quests.
there are like Tiger Hunting Competition 1..2..

1. Completed Chinese Level 7 quest - Clearing Tomb Stones, Jangan monk, Jeonghye.
2. Have to be Level 70 (I can't remember if you can get it at level 69 or lower)


BTW, the Search function on these forums is great. Try typing "buddhist scriptures".

NPC: Priest Hyeon -> the one sitting in front of the building
lvl: 70 (but you can get at lvl 60)
all monsters can drop the items

p.s.: did you do all chinese quest in jg, dw and ht?
maybe you forgot one, because jg-quest r very important if it's about boedhist thingies
