Um exactly what is says on the tin?
A company who has more than 6 employees at a single place.
That isn't involved in interstate (Any move which crosses a state boundary, regardless of the number of miles. Distinguished from intrastate)
commerce(a division of trade or production which deals with the exchange of goods and services from producer to final consumer. It comprises the trading of something of economic value such as goods, services, information or money between two or more entities)

I didn't understand that, can you explain please?
It sounds to me like big business like Walmart or Mcdonalds go buy the federal minimum wage of $6.55 an hour and business that start in West Virginia have a minimum wage of $7.25 an hour or is this wrong?

Walmart is indeed involved in interstate commerce.
Go work for your local cafe, as long as it has more than 6 employees

Re: can someone tell me what this means?
better pay means more employees and less of a chance that they would go work for places such as walmart, kmart, or mcdonalds.
