Need a banner

I'd never ask here if I had photoshop, however, my comp. is in the shop so I don't and I need a banner very quickly. Size should be no taller than 120 px and no longer than 1000 px in a rectangluar shape. No text, and I would like the background to be darkblue with a water feel with dim neon green, yellow, and orange large double helix structures 'swimming' through the water. Although I don't need text, it would be nice to have a spot for 2 lines of text that I may need to add later, one at the top and one at the bottom, the top 10 pt font and the bottom 14-16 pt font, maybe 18. Unfortunately I don't have stocks or anything since this is a rushed project. I appreciate the help if you want to do this but will understand if you don't since it is a bit complicated and vague.
