You could always use The Gimp. It's quite similar to Photoshop but completely free.

It might be better if you don't know how to get Photoshop w/o paying.

I use Photoshop CS2, but Paint.NET is free and supposedly very comparable to Photoshop.

I use Photoshop and Jasc's Animation Shop, when I need to make an animation....very simple program.
Photoshop is a bit complicated but you can do many things once you get the hang of it
