Union Emblem Question

Can a lvl 5 guild get a Union emblem registered by itself?
Without having any other guilds in the alliance?

you must have a union to have a union emblem.
1 or more lvl 2+ guilds must be in your alliance.

ty, btw... i tot you can only join a union when your guild gets to lvl 3?
