only attack inactive people with 0 generals score. no need to use spies.

also, might be worth checking that an inactive person isnt in an uber-alliance, as they can reign hell on you (they can see if their membersare attacked possibly, or if they come re-active)


@Bow, yeah, i wish joymax were that strict about its rules. I had to email the server op for moving house coz i dont wanna be banned :o
