just click on any town and theres an option "send spy"

i know that already i just need to know the research, and after i know someone is inactive how many people should i send to pillage and what kind like slingers or phalanx etc.

The research is Espionage. First check his general score in the highscore in the upper right portion of the screen. And then send a spy and try to find if his worth attacking and how many army he has. Then you'll figure out how many you need.

Blessing does not work for all wonders yet. So spending gold in the wonder won't help.
