As long as you keep upgrading your town hall your population will grow...but still mine is also small, my capital town hall is only level 4...=/

when you finish researching "foreign cultures", build an embassy then search for the SRF Alliance using the tag "SRF", when you apply a PM will be sent to Morgoth and he just needs to approve your app...=)

you build a governor's residence on it and then you select that and click on the option that says that you want to make that city your capital
doing this will turn your governors residence into a palace and will destroy the palace that you had in you capital

for anyone wanting to join the SRF alliance, it will be some time before you are accepted since ive pretty much drained much of my resources expanding my 2 embassies and am gonna wait to make a 3rd colony to build a third one so sorry for the wait

from what ive read, if you are on an island with marble, you need to research Wealth. If you arent, then you need to set up a colony on an islnd with marble, or trade.
