Union emblem question (cannot add it)

Hi people,

I can't add a union emblem, its says i am not autorized to use the item...
My guild is lvl 4 and so it the other guild.
Does the guild gotta be lvl 5 for a union emblem to be added (i am union master so that should not be the problem).

I can't find any info about this. Please help me out!

leading guild in the union has to be lvl 5
