special keys?

is there a way to insert special characters into keys that i dont normally use like f10 f12 and such , i wanted to add these keys to f10-12 ( öåä ) how do i do it?

im 12 and im asian, why the hell do i need those keys

ä, ö no alt codes needed.
Type first type a ", it wont appear yet. Then type the a or o. Now it got those dots on.
Same with á à é è ó ò õ ã etc. Ê Ä Ö. (Just press the sign and then the key.)
I only don't know how to get the a with the circle on top.
