No way. I've seen stuff that lvl in stall in DW for 200-300k.
The only low lvl gear I ever see that goes for a 1mil+ are weapons. Collectors always buy them. But gear itself is pretty cheap, even sos.
2-3mil is the price of 6th degree sos gear. Its too common so the prices are set so low.

My guildy had some lv 56 sos armor pants with a few shitty blues and no +'s and he sold it for 8mil..I would try 10m to sell it fast.
