Mark: Are you aiming for the bulls-eye?
Jez: Yeah, 'course I am, it's the best thing on the board!
Mark: No, it isn't.
Jez: Mark, just look at it. It's tiny, it's red, it's right in the bloody middle. 'Course it's the best thing on the board!

You just plug into monitors and it's pretty much plug and play. You can go into your graphic's card panel and choose different options: extended mode, clone mode, etc. But it will pretty much work as soon as you plug in two monitors.
The only thing, make sure you set SRO to windowed mode, even if it's set to the same resolution as the monitor it's on so you can't tell - if it's on fullscreen you won't be able to drag your mouse to the other screen without alt tabbing.

Put the game in windowed mode [esc -> options -> set game -> scroll down in the second box -> windowed mode] and that way you can have the game up and have windows open on the other moniter.

No, he's capable of using two monitors and has probably figured out "Windowed Mode"... his problem is that when SRO isn't the active window, the graphics pause. The game is still running, but you can't tell what's happening. He wants to be able to still know what's going on in-game and do something else as well, like post on SRF.
I used to be able to do it, but SRO's framerate was really low, like 5-10 FPS... still you could read chats just fine and you knew what was happening. But a few months ago there was an update and I could no longer do this. SRO always stops updating the video when it's not active.
The way I used to do it was to alt-tab to a different window rather than click. Maybe it still works for some people... I know it no longer works for me.

No, botters have a program for monitoring SRO while they do other things. He probably just wants to monitor his SRO chat or stall. Also, it's probably pretty useful for someone getting powerleveled in case we lure on them.

On topic:
I don't ever remember SRO being able to play in a window and have the video going, even at low frame rates. perhaps a TS session to Server 2008 or something like that might work, or as some people do, have a second computer or laptop next to them.
Off topic:
If I'm powerleveling someone, and you're AFK for over 5-10 minutes, and you die, or cause someone else to die...whoops. <soup nazi voice>No res for you.</soup nazi voice>

If faith is a crutch, I'm not limping anymore.
