I just need to clear something, when I use it - it only goes in use for 3 hours a day? (24hrs) or is it like its always in use?

the 100%xp goes for 3 hrs
and also the drop for the premium quest
however the +3str, +3int etc stay 24hrs for 28days

Ok, one more question. Say you dont use up all the 3 hours on that one day, does it stack on the next day? I'm guessing not, but just making sure.

Yeah it does.
Up to 360 minutes.
