are there any specific times as to which the 10 min notice till CTF starts?

10 mins before the hour? isnt it every 2 hours? so cheak 10 mins before start of every hour

for me it starts 20 mins before the hour and ends on the hour

Pretty much every odd hour on the clock. That's how I put it.<At least for my time zone>
