Personally I think it's completely wrong, who the hell wants some post-pubescent kid with acne all over his gob trying to chat them up while they are working or trying to enjoy a quiet drink or a bus ride or something? Just my opinion.

Pick the time and place to meet people. When your at a party be social and mingle, make some friends and what not. Get to know these people, talk to them, develop some friendship bonds and all that. When your out playing sport socialise with your team mates etc etc. Make friends in the appropriate avenues and you'll find that one friends soon turns into 10
