The % after skills dmg
I was looking over skills, the first lightning euro wiz skill says 32-39 dmg (217%) And the first fire says 32-39 300 and something% what does the % mean???

ZSZC Water - Pure Int S/S 3x
ZSZC Fire - Pure Str Bow 4x
ZSZC Fire - Pure Int Spear 4x

A 300% skill will do about twice the damage of a 150% skill, for example

No ... it says how much % more does it do compared to normal attack ..
Attack someone with your staff = 100% damage ... Firebolt = 300% ...
Firebolt is 3 times stronger than normal attack of your staff ...

No, then it would simply say '300%', not X~X (300%).
The way it works I think is X~X * 3 + Base attack.
I'd think it'd be something like (X~X+Base attack) * 3, but I've noticed if you use a low level skill and then compare it to a normal attack, it isn't so much stronger than your normal attack.
Skayunor used to be right, pre-euro, it was an indication of speed and power, the higher the %, the more damage it did, but the slower it took for the attack to finish. Now with euro though, this is thrown off for most skills.
EG: All wizard nukes take the same amount of time to launch, but some do more damage than others. I would say it's the same for all euro skills, but I'm not 100% sure.
Most chinese skills follow this pattern of power and speed, but some do not. For example, the strong bow series of pacheon, and the ghost spear series of heuksal don't follow this rule anymore, although before euro release, they indeed did follow that pattern.

I believe, if it X-X (XXX%) then it is the X-X damage + XXX% of your normal attack. Either magic or physical, based on your spell.
For example, if a wizard spell does 32-39 damage, with 300% after it, and your magic damage with your staff is normally... 100, then you would do 300%*100 + 32-39, so you would do 332-339 damage.
