Can't find that guy in constanople =\

do you mean the quest that you can take to get 'curst hearts' and lower down your masteries / skill?

then talk to the pots npc once you are lvl 20

Herbalist in every town when you are 20+ (Euro is ct/sm/hotan and Chinese is jg/dw/hotan AFAIK)
