The only thing that effects a skills strength apart from the lvl of the skill is the level of the mastery tree it is in. (skill wise)

If you are a lightning nuker yes the lightning mastery affects your nuking power. For instance on my lvl 80 char i get 80% lightning power attack increase. If you are fire nuker and have fire at lvl 80 you will get 80% fire nuking attack power increase. And yes if you are bicheon char when you have sword equipped you get 1% increase in attack power for each mastery lvl. Blader at lvl 80 gets 80% attack power increase if mastery is at lvl 80.

Just put your cursor of the little symbol next to the bicheon pacheon or heuksal words. You will see the increase.

If you're a pure nuker, meaning you won't be using weapon skills under the bicheon mastery then you don't need to lvl that mastery, it will not affect the power of your nukes. Make sure you have a sword with a high mag attack %. Lvling your light, fire, ice masteries will also improve your nukes as said before. :)
