does anyone know a program that can translate the chinese in sro to english?

There's no such program, but you can change the language in CSRO from Chinese to English via PK2 edit. Follow this Guide.

Incase you misundertand what she said, she means you can translate SOME parts of the ingame to english via that pk2..

i already have that edit. but i meant like for people talking, not the game itself.
