SP farming at high levels

Is it better to get all the nukes and then sp farm or sp farm before that?

I'm currently level 29 and thinking of deleveling my masteries so that I can have lvl 21 mastery and lvl 30.

Or should I go with lvl 30 mastery and lvl 39 farming?

I farmed like 10-15k before I got the nukes, then farmed the rest after
