I think he meant that Turkish people buy silk (or points or w.e) in a different way and those points are for them.

Both wrong.

Honor Points are only for Honor Weapons and Items.

Points are an alternative Silk curreceny for Item Mall that you can not buy normally.

Points in Item Mall are rewards or bonuses Joymax may give out in the future and have not yet done so for the game.

Like you Bought silkroad online the T-shirt and they send you 5points to your account as a promotional thing.

5 points would be like 5 silk. But points have not been used yet and I do not think they will anytime soon.

Joymax will give out free seal of sun weapons (Screenshot contest) before free silk.
