Sub skills?

I'm a pure str/fire/glavie user. I revolve around pvp the most and I am wondering are sub skills really neccessary? Like grasswalk, parry increase, and ice shielding as I see many people using them. That would mean your fire mastery would not be at the max? What is the max for the forces and masterys? I've heard 150 was the max for weapon masteries and 100 for the forces, is this true?

no that's not true , the max mastery will always be your level. If the max lv will be 150 then your fire or weapon mastery , for example , could go to 300.
As for sub skills , I find the bow passive and the bird buff extremely usefull
