Percent on items?

Sorry if I'm not allowed to ask a question so early since I am a new user, but I did look over the stickys and I've tried searching for it with no avail. I was wondering if somebody could help me since it's been bugging me :banghead:

When I look at items on stalls and it has a +3 str, int, or both, etc. What does the percent mean next to it? Sometimes I see +3 str (50%) or (0%) even 100.. what's it mean?

the % determines how "full" it is

A stat with 100% can not go up any more, but becarefull it can go down trying to add other stats to the peice.

a stat with 50% can go up or down depending on how the dice is rolled.

You want 100% on as much blue stat as possable.
