Keep Character Points After DeLeveling?

Do u keep your character points if you die right after you level resulting in going down a level, for example i leveled to level 14, put all of my char points into str, then died went back to level 13 and i think i kept wat i added into str, if this is true is it an easy way to raise str/int??

You keep them, but when you level up again, you don't get more stat points.

i was thinking about the same but when i did a delevel i notice you stay with the same stats
