Mind Concentration?

Mind Concentration, the pacheon passive mastery.

This skill says first "increases the hitting ratio x percent"

Alright, we all know you can't miss yet.

But then it says at the bottom:

Attack rating x increase.

I've been told it increases attack SPEED. But thats NOT what it says.

Is there anyone who is positively sure about what it does? And does it make a big difference?

Is that the bird skill for archer? It's supposed to make you shoot faster but I couldn't see any speed change

dont get that it not really usefull well atleast not yet, get the 100hp bonus, 100mp bonus.

I think it increases your chance to do max damage (like more hits near 100 if your braket is 75~100)
