Low Level +Blues Or High Lvl armour?

my question is. is it alright to sacrifice low lvl armour and its blues for high lvl armour?

if u dont understand illshow u an example.

im currently lvl 24, im wearing lvl 9 armour that has good blues +3 str and +1int.

but i also have lvl 21 armour in my bank.

which one should i choose? should i sacrifice lower defense for good blues. or good defense and no blues?

you shoudl probably go with the level 21 armor instead of the level 9. Blus are good to have but defense is more important in this case . Even str3 int 3 blu isn't enough to warrant wearing a lvl 9 armor at lvl 21.
