Blocking Ratios on Weapons

I have a question, and I don't know if this has been asked already. I was looking around the stalls, and I noticed weapons with blocking ratios, such as spears. So if you use a weapon with a blocking ratio, could it actually block? Or is it just a random attribute that doesn't have an effect? I also saw a critical ratio on a shield too, and that poses the same question.

the blocking ratio is to prevent shields from blocking as much as it should while pvp and the same goes for shield criticals as well. shield with crits reduces the chances for a weapon's crit when pvp. the higher the better ratio.

Is this verified?
The main problem with democracy is that the people cannot be trusted with the power. The majority does not really know what is best for the majority. I propose a system of pulleys and levers.

I got lvl 8 sheild with 3 crit (100%) on my lvl 11 character. Now i know what its for its kind of a waste. Dont you agree? No i didnt buy it. i found it, this character seems to be VERY lucky with drops.

Well, not really since there's a smaller chance that mobs don't crit. They do crit, don't they? :P

Totally verified. It is my blessing and bane as a blader. First thing I do to a weapon I buy if it does not already have it is put some good BR on it. That is a must. Otherwise you are gonna get owned. And crit on a shield. It does not block crits but reduces them. Lets say I am out in the yeti and they are hitting me for 150-200 with some crits in the 400 range. With crit on a shield you will every once in a while see crits of only double digits. Like 20-50. Not in thousands. Just 20-50 points of damage. You sure can understand how much that pisses off a glaiver that payed millions for a high crit weapon. Counting on a lucky crit to pound the HP outta me only to have his crit do far less damage than one of his non crit hits. :D
