I have a lvl 32 shield with a BR of 17, which i hear is pretty good. Does this change with degree? I mean, would a 42 shield with a BR of 17 block or more less or the same? Is the phys/mag stats the only thing that changes on a shield from degree to degree?
So would a level 70 character block more with a level 24 shield that has a BR of 20 than a level 64 shield with a BR of 15? I guess I'm just wondering if I should keep my BR17 shield for pvp until i find another shield with equal or higher BR, or if I should upgrade my shield at every degree no matter what.

The BR would be the same regardless of your lvl, but a big point of having the shield is to reduce dmg, and also reducing the amount of dmg your dealing.
If you use a low lvl shield, u would be sacrificing a lot of extra defense even if you block 17% of the time as opposed to 15% of the time, which isn't really worth is if you're taking 20% more damage (this number is pulled out of nowhere please don't use it as fact, it is merely and example i have no formulas to actually say what 10 pts more defense will do).
Thus, I advise you to upgrade your shield.
