Which Pure Int?

Im making a new character for the server Tibet. My main masteries are Fire and Light, But i need to know, should i be.
Pure Int Spear Fire and Light
Or
Pure Int Sword&Shield Fire and Light?

Well Im Considering Switching To Tibet Too and im going Pure int Fire And Light Spear

Pure Int Spear Fire/Light = more dmg, lower survivability rate
Pure Int Sword&Shield Fire/Light = less dmg, higher survivability rate

spear for grinding
sword for pvp

- i would go spear from 1-30 since you do more damage, and only get lvl 1 of each heuskal skill.
