I just recently installed Windows 7 on a separate partition, the other two partitions were XP and Vista. Vista was the original OS that came with the computer, but now I want to remove both XP and Vista safely and merge these 2 partitions into the Windows 7 partition, safely. One problem that arises, is that the Vista partition is labeled the SYSTEM partition in Disk Management, disallowing me from formatting/deleting it.
any help will be appreciated.

reinstall windows 7 on the system partition then delete the old windows 7 and xp partition?

When you install windows 7, if you dont pick the "standard" install, you can choose to format any disks you like, you'dd basicly start off with a completly clean harddrive with only windows 7 on it.

google didn't help at all, so i just followed on my own knowledge
i deleted XP partition in 7, it was only labeled as a PRIMARY partition then booted into 7 DVD>Repair Startup (now only 7 and Vista appear in boot loader)>then booted into 7>Marked 7 partition as active with diskpart>booted into 7 DVD>repair startup (this made 7 partition as SYSTEM partition)>booted into 7>deleted Vista partition (with one OS installed, boot loader no longer appears with options, like it should)
and now i just have to allocate the space into the 7 partition, which i will do now

You could just do what I did. Wipe the drive completely and install OpenSolaris.
