Where to buy horn spear?

I haven't played the game in 3 years and the blacksmith in hotan doesn't sell a horn spear or even any chinese weapons. Can anyone tell me where I can purchase the level 52 horn spear?

Umm, you can click on 2 options. chinese items or european items.
