Video editing software with good PIP

i have sony vegas right now but i need a program that works on a pc that has the same Picture in Picture features as final cut pro where you can move all 4 nodes(corners) of the video to anywhere you want to fit something perfectly. Any other programs do that? premiere? after effects? etc?
