Well after glancing over the quest list I think it's called "Escape Plan 4"
The NPC is "Roc Mountain Slave Shiphr"
Quest goal is to hunt slave watchers. Which I believe you do by summoning them. Not 100% sure though.

i hate watchers. someone spawned them on my sung party the other day, couldnt even see who did it. we were right in the middle of killing a PTG too! can an invis wiz or rogue spawn them and remain invisible???

some random wackos spawned them at samarkand southgate to catch a trade..
however, the traders turned and went out west so the Watchers pawned all pvpers instead

U can spawn slave and remain invisible no need to lose invisible to spawn sñave

You dont need to become visible to spawn them. Its not you who controls the spawn, they are spawned automatically at random times while you have the quest.

Some prick was spawning them on me when i was afk in the lobby-type-thing of the caves.
