Hai... I was wondering, if I debuff lv.90 Wizard with Divison lv.5, would that have same effect as Divison lv.9?

I'm not sure, but I was debuffing people at higher level with my low lvl char using impotent lvl 4, and they were doing like 2k damage less. And well, people at my level would not be able to deal 2k damage, so if it reduced 2k damage to them too they would deal 0 damage. I believe the effect is the same for any level (in %, like impotent reduces damage by 25%), but the chances of it working (in %, like 80% for levels 4x) change according to your debuff level and your enemy level (higher debuff lvl on lower enemy level = higher chances; lower debuff level on higher level enemy = lower chances). That's what I suppose anyways, I'll very likely be wrong.

I don't believe there is a difference in effect, but there is certainly a reason to level it up. If you debuff higher levels, you will notice the chance of it sticking is very very small. I have tested and proven it with a lvl 90 wizard/cleric. He thought it was due to his holy spell, so he took it down, and he continued to resist my debuffs. Even after one stuck, it didn't last very long due to the fact that it was only a lvl 70 skill, and he is 20 lvls higher.

u have a higher chance of debuffing him with lvl 9 debuffs but no their is no diffrence nope
