Yea, This happened to me one time...started new char, get in the Free Ong taxi and was there till Lvl 28, then I saw free Hun taxi, get in there too and well I was lvl 34 and I didn't have money to buy any better weapons or Armors. Needed to do Quests Level 5-24 before >I got enough money for Lvl 32 weapon and 32 Gloves and 33 Shoulders.
