He's saying just because you have a Moderator title you think you can do and say what you want without fear of repercussions. In his mind mods are chosen for a number of good reasons, and should live up to them. And present themselves always for the good of the forum and not abuse their title as an excuse to spout garbage or ambiguous insults. :)
