Well as far as i see it, the only way to stop it is to bitch jm about this... Lets all send in bug reports and make topics on the official forum.
When many people are complaining about it, I gues JM will be forced to do something with it.

That is... if that's the actual problem causing the lag.
I'm still unconvinced that those cables being cut are the culprit.
Most of Western Europe can connect to Asia through the USA just fine. I don't see how the severing of those cables would make us lag.

To go around the cut cables they need to route communication over other servers
and the heavy load slows those down ... they not meant to take that much.
