If you didn't know what a RAR file was you could have Google'd the extension (RAR) and looked at your options for opening the file. You may use WinRAR or 7-zip for uncompressing that file. You're not lacking technical skill, you're lacking common sense.
If you're unable to apply desktop mods by yourself, then you probably shouldn't be modding in the first place. And if you're still unable to attain a minimal level of technical know-how, you should at least learn to use common decency when asking for assistance. Ignorance is not an excuse.
TL;DR: Issue caused by severe case of PEBKAC.
huh? what's that?
And I asked 2 people friendly. one didn't respond, the other didn't "understand" what I was asking for.

I'm looking for a better weather skin for rainmeter. Also, is there a way to set iTunes to auto-end all scripts or another skin? With enigma, there's this really annoying delay before it closes.

now I just rotate every 30 seconds with a bunch of nice BG's, something like a digital photo frame and I still have it blank of icons and my taskbar is hidden..
supsup, I haven't posted in a while. Tried something a little simpler and not as crowded. Bumped desktop icons from 32px -> 48px. Modded Firefox to fit my system theme.
Im trying to change my theme for sooo long now but I still haven't found an awsome theme. Im only looking from Deviantart too, any of you have any secret places to get some new and fresh stuff?

Iconpaper always has a nice collection of stuff, although a good 90% is for OS X/iPhone. I get my wallpaper from there sometimes.
You could always customize Windows to look like OS X I suppose. There's really good mods out there that will allow you to do that. It's really not that difficult to adjust to OS X. Your work flow will be different but that doesn't necessarily mean it'll be more difficult.
