How to reduce your choke in CS SOURCE?

how do you reduce your choke in cs source cuz i have super high ping but my internet is very fast. I think it's my cs that makes it high ping so how do you make it faster and less ping? does it involve your choke and loss?

Go into console and type Rate 25000.

Then in console type net_graph 3

You'll see the improvement
