Sorry if this was discussed already but can Euro players do trade runs in the Chinese area and vice versa?

well i really wanna play euro and i couldnt get the torrent thing to work so i downloaded the client from fliefront but it didnt work so i did some research and i had to install it in safe mode i reboot and got to open client i get server inspection and also it says ver 1.111 in safe mode and when rebooted it says ver1.114 people have said check ur host file and i have someone said it might a bot program never botted so i need help heres some screen shots of my problem plz help me

not sure if this has already been asked, but whts the thing some euro mobs (those som/sosunmonkey thingies and punishers get them that i nkwo of) get above their heads?

Its like a shimmery orange "cross inside a circle". I assume it to be some sort of buff for them, but anyone know what?
