Parry & Attack Rating Q

Hey, I've played SRO a while but still not comprehended what Attack Rating increases the chaance of , is it higher end DMG of your wep or crit chance? Also parry passive helps you "dodge" crits or crit more?
Can anyone help me?

Hit Ratio - The higher it is the higher your chances of hitting higher damage
Parry Ratio - The higher it is the higher chance of you being hit with lower damage.

To add to V statement. If you look at your weapon you will see that your phys and mag attack covers a range. Your attack rating pushes the damage closer to the top number, and your opponents parry pushes the number back towards the lower number.

One of these days I will test the blue hawk, that I just got and see if it actually does anything.
