Certain levels do not receive quests?

According to this thread:

The following levels have no quests:

2,4
12,14
25
30,31
41-44, 47
50, 52, 54-58
60, 62, 66, 68

Any particular reason why?

I know its vague but I figure I can get more info this way...

There is no reason at all. That's just the way they built the game.

Mainly wondered if it had to do with keeping people grinding to slow them up once they hit level 40

but the 30, 31 no quests must be a damper for people who have a 5-9 gap trying to get SP and avoiding the bandit bot grind.

Or to finish all the quest's before? Almost always before those questless levels you have repeatable quest.
