he's lvl 23 and i wonna know when does his inn and settings unlock? lvl 40?

I think you're confused about the monkey and the wolf.
The monkey collects item drops.
The Wolf just attacks on command.
The wolf changes shape when it achieves level 40.
Only the monkey is able to loot.
