My dad keeps releasing my IP through command prompt, all of the ways I know how to regain my IP aren't working, including ipconfig /renew "Local Area Connection"*. Any way I can either stop him or regain it without him doing it through his computer?

Move the modem into your room and don't use a router, giving you full internet and leaving him with none ;P.

Ehh, realistically, there's probably something in the router setup itself that you could do.. but I've never had such a problem, so I wouldn't know what to tell you.
