Well I thought of the idea of increasing the time after posting a topic when you can post another topic to 10-20 minutes, so if someone wanted to spam topics they would have to wait 10-20 minutes before he can do it again. One flaw i can see in this is people could still spam the forum by using multiple accounts, but it should at least stop one person from spamming a ton of topics at once w/o causing too much problems for the rest of the community. It's just a rough idea so idk the practicality of it.
