The Characters themselves are licensed. I do believe however that it is allowed to show characters for parodies. I'm not sure how far that loophole can be stretched though...

Dr. Wiley was used in the original trailer, but later was swapped out for Ninja Gaiden. Capcom really wants Megaman dead. ;_;
