I've been playing a bit. It's pretty fun, if you've ever played an Underground game imagine that with other players. You can randomly ram a cop in the open world and get in a massive chase. At the end of the chase, if you get away, the more damage you caused, the more money and EXP you get.

I can just imagine that there are Chases weverywhere.

Well, once you get into a cop chase, it works kind of like a race, where you get your own instance of the city. It would be pretty unreasonable to have everyone driving all over the place and unable to tell whose cops are whose.
